[edit] Land Lines
To dial a land line in Thailand all over the country, the format is Area Code + Phone Number. Bangkok, Nonthaburi, Samut Prakan, Pathum Thani and a part of Samut Sakhon are the provinces with 2-digit area code (02) followed by a 7-digit phone number. For other provinces, the area code is 3-digit long, followed by a 6-digit phone number. This allows the caller to dial 9 digits regardless of the location the calling made. For example, calls made within Bangkok begins with 02 followed by 7-digit phone numbers. And calls made from Chiang Mai to Bangkok also begins with 02 followed by 7-digit numbers.
Calls made from outside Thailand must omit the prefix 0. Therefore to call a land line number in Bangkok from other countries, dialing begins with +66 2 xxx xxxx.

[edit] Mobile Phones
Likewise, to call mobile phones from land line or mobile phones, dialing begins with 08 followed by 8-digit phone numbers. To the confusion of foreigners, mobile phone numbers in Thailand are one digit longer than land line numbers. Thailand had been using a 2-digit prefix for mobile phones (01, 06, 09, for example). The authority has recently (since October 2006) changed the system into a 3-digit prefix (01 became 081, 06 became 086, and so on by simply adding number 8 after 0). So mobile phone numbers in Thailand are 10 digits long while land lines are only 9 digits long.
Calls made from outside Thailand must omit the prefix 0. Therefore to call a mobile number in Thailand from other countries, dialing begins with +66 8 xxxx xxxx.
