Yes, only administrators can delete pages, but any user can place articles up for deletion. This can be a normal deletion with discussion, or speedy deletion if you believe the article fulfils criteria (as in this case). See the deletion policy for more detail. Hi. I'm sympathetic with your speedy tag, but I don't think it's totally proven that this is a hoax article. Granted, none of the sources mention her by name, but that's not definitive. I think it needs the greater oversight of AfD, where I'd anticipate currently it'd be deleted, but more evidence might be turned up to demonstrate notability.
