I wish some of this information was on the TWL Site itself. :-)

History section

"How things are run" section - detailing admins and staff and their roles -how people are chosen to be admins -Voting system

From firsthand knowledge, some of the ranks are:
Commissioner - Oversees all competition at TWL, providing final judgement for issues that escalate beyond all lower level staff.
Competition Directors - Oversee a number of different games, provide direction and assistance to Competition Managers.
Competition Managers - Oversee all competition on one game or series of games.
Competition Admins - Administers one or more ladders/leagues in a game.
Quality Control - Handles complaints and appeals of judgements by CA's and CM's.
Staff are typically selected from applicants within the game community. Preference is, of course, toward those with previous experience in ladder/league administration, although it is not required. CM's and CD's usually have the final decision in who becomes staff for their games.
I am currently a Competition Manager for the Unreal Series of games at TWL.

Voting System:
There's different types of votes, depending on the proposal. Some votes are general votes, open to public voting. Others are founder votes and can only be voted on by members that are flagged as team founders. Typically founder votes are meant for rule changes where team representation is of primary concern, and are usually restricted to teams on the ladder affected. General votes are for rules that are either for individual competitions, minor changes (such as map list changes), or for game-wide (non-ladder specific) rule changes.
