TCDI was founded in 1988 in Northern Virginia in response to knowledge management challenges found in government agencies and large corporate legal departments. In 1998, TCDI opened a second office in North Carolina to serve the growing demand for on-line knowledge-management solutions.

This division's experience includes developing software for large product liability litigation in the U.S. ClarVergence, a customizable web-based tool, is at the core of the broad range of Electronic Discovery and Litigation Case Management solutions.

This division is best recognized for the treaty compliance support systems developed and maintained for the Department of State and the Department of Commerce. Components of these systems have included license application processing, web-enabled data collection and dissemination, and help desk services. These information management solutions have provided secure, reliable, technology advancement to users for nearly two decades.
