There is no such thing as a "Federal Withholding Tax". Withholding is not an actual tax, it is a payment of tax. Not sure how this article should be renamed. How about Tax withholding in the United States, and expand it to cover state and local withholding? Rhobite 00:29, Mar 14, 2005 (UTC)
