Picture of Tan Chee Khoon from here. It shows Tan delivering the Tun Dr. Ismail oration of the Academy of Medicine in 1983. This is fair use because it is unique; no free photographs can be obtained either of Tan or of him delivering the oration. This photo is a publicity photo released by the Academy of Medicine, and due to its low resolution, it is unlikely to be detrimental profit-wise to the Academy.
