[edit] Fair Use Rationale
This image depicts a one-time historical event in the history of Tampa. It seems to be irreplaceable, as repeated image searches for other photos of this event have proven futile. It is of relatively low resolution, and image control is apparently held by a state entity: the Special Collections Department of the University of South Florida Library. As such, this seems to be a clear case of fair use as used in the Tampa, Florida article (and also for the History of Tampa, Florida article, though it is not currently displayed there).
