This is not an aerial view of 'PAPEETE', but of 'MAHINA'. You can see at the rightmost edge of the photo a white tower: le phare de la pointe Vénus. (headlight for guiding boats at night) I am sure of that because I'm an airplane pilot and I live in MAHINA too!
