And no one came with a Doom Patrol reference to this?? I've never heard of these characters before, but the minute I read the descriptions of the first members of the team, Mento and Robotman came to mind. Niles Caulder never used a "thunder belt", but he built a lot of stuff and this could be one of them (and the whole Dynamo thing rings a bell and I don't know where exactly - maybe the JLU's Justice Guild).
Also, Menthor was killed and, it's not mentioned, but Lightning's abilities might resemble Negative Man's.
