Parler is to speak or to talk, not to say, that would be dire. I've changed that.

I don't think the part with that one gringo president nominée who speaks perfect french belongs to Tây Bôi article. Not only because it lacks sources, but also because a random yank boasting with excellent French is not a good example for an excyclopedia. Also, the 'language' seems to be just broken french used for communication between Vietnamese and Flenchmen - unlike, say, the Haitian Creole.
