- Yep, per WP:BLOCK
Block anonymous users only prevents anonymous users from the target IP address from editing, but allows registered users to edit. Prevent account creation prevents new accounts from being registered from the target IP address. These options have no effect on username blocks.

[edit] Can you check to see if this user has personally attacked me?
User:Danielpi has been blocked for a week in the past by the arbitrators for personally attacking me. Last night I think he personally attacked me again by stating "Of course, I wouldn't want to infringe upon wiki's tradition of love, charity, and respect; so, I feel I should clarify my position insofar as I absolutely DO NOT regard Dionyseus to be 1) a blight on wikipedia, 2) a mental degenerate, 3) incapable of lucid reasoning, or 4) incapable of language use.
