It means that some slight difference in the exact style are only produced by the speech, and will not affect the system, refer to the theories of Y. R. Chao, some phoneme can be combined to make it more systematize. e.g. in the exact style, [pʰ] and [p](also written as [b̥]) is using, but in the free style, simply 〔p〕 and 〔b〕 is using. The kind of system you describe is called a "phonemic transcription". It is not "free style". In particular, the system described in the article is a very systematic transcription system based on a good analysis of the Cantonese sounds.
Also, the system you describe as "exact" (i.e., Wikipedia's system) is not exact. For example, it does not mark the final stops (i.e., /p/, /t/, and /k/) as unreleased stops, or mark the syllabic /m/, /n/, and /ŋ/ as syllabic consonants. In fact, I consider Wikipedia's system misleading because it misleads readers to believe it to be an exact system when it is not, and it also misleads readers to think that exact phonetic transcriptions are better when they are not.
