I suggest sorting the characters in this category into three categories: firstly, the ones who are notable enough to warrant their own page (I'd say at most ten to fifteen, and possibly less than that), secondly, the ones who don't deserve their own page but should be included on some kind of minor characters page with short biographies, and thirdly, the ones who are so minor that it really becomes absurd to have even so much as a section about them, like Shar or Anargo or "Innkeeper Bill".
