I'd disagree 'bout that sir:
2. Has had a charted hit on any national music chart. - The single "Power Struggle" reached the heady hights of position 81 in the UK singles chart in 2000, according to that songs wiki entry.
4. Has received non-trivial coverage in a reliable source of an international concert tour, or a national concert tour in at least one sovereign country.[3] - They supported APC and The Smashing Pumpkins in 2000, both huge bands, there'll be coverage somewhere no doubt.
6. Contains at least one member who was once a part of or later joined a band that is otherwise notable; note that it is often most appropriate to use redirects in place of articles on side projects, early bands and such. - To my knowledge Jon Harris is credited on the album "Mezzanine" by Massive Attack.
10. Has performed music for a work of media that is notable, e.g. a theme for a network television show, performance in a television show or notable film... - The song "Power Struggle" features prominently in soundtrack to the movie Hollow Man
11. Has been placed in rotation nationally by any major radio network... - Don't know about radio but "Power Struggle" and "I'm Not trading" both got a considerable amount of airtime on MTV in the UK around the time of their release.
