Suma Gestión Tributaria (Suma) is a public body, set up by the Provincial Council of Alicante (Spain) in 1990. Its mission is to administer and collect municipal taxes for the Town Councils of the province of Alicante. Suma is a local administrative organisation and their responsibilities in tax administration and collection are delegated by town councils and other Administration bodies.
Its governing body is the Board of Suma, made up of six Provincial Representatives, the Director, Secretary and delegate responsible for economic affairs, and is presided by the Chairperson of the Provincial Council. There is, in addition, a consultative body, called the Council of Mayors, which guarantees the participation of the delegating Town Councils in the strategies adopted by Suma.
The name, Suma (meaning addition), seeks to express a concept of integration, accumulation, growth, and incorporation. In line with this name and the image of the two blue squares, it has developed a corporative culture based on the principle of greater service for the rate-payer and greater service for the municipality.

[edit] Location.
Suma operates in Spain, more specifically in Alicante, one of the 3 provinces which make up the Valencian Community, together with Valencia and Castellon.
Alicante has a surface area of 5,817 m², and 244 km of coastline. The population has now reached 1,732,000 inhabitants, of which 9.20% are citizens of other countries of the European Union. The climate, beaches and quality of life mean that tourism has become one of the main economic activities of the area, alongside an important and traditional industrial base. Per capita income reached 15,137 euros in 2005.
Subject to municipal taxes in the province of Alicante there are 1,070,216 registered real estate properties (a number which reflects the high growth rate in this sector) and a total of 1,156,715 motor vehicles. The number of companies and individuals subject to the Economic Activity Tax stands at 132.388.

Suma is the organisation responsible for the application of local taxes in the municipal areas of the province of Alicante.
It has responsibility for:
- The Property Tax (IBI).
- The Economic Activities Tax (IAE).
- The Motor Vehicle Tax (IVTM).
- Capital Gains on Land (IIVTNU).
- The Tax on Constructions Installations and Works (ICIO).
- Road Traffic Sanctions.
- As well as other local taxes specific to each municipal authority (Rubbish Collection, Drains, Private Entrances etc.)
Suma performs an integrated tax management service. It is responsible for the processing of local taxes from the first instance of a taxable activity or property to the receipt of tax payment by the municipal authorities. This involves payment, management, inspection and collection.
It is in charge of processing the census, issuing bills and collecting the taxes, both in periods of voluntary payment and enforced collection periods when surcharges are applied. Suma processes and solves claims and appeals which arise in the collection process, inspect and monitor the proper declaration and payment of taxes and it deposits the collected revenue in the municipal accounts.
[edit] Collaboration with other administrative bodies.
The experience in this field has led it to collaborate with different local authorities in Spain and Europe:
- Suma has taken part, as consultants, in drawing up the Strategic Plan for tax services of the Municipal Area of Managua.
- Since 2001, Suma has also worked with the National Association of Portuguese Municipalities, performing analysis and consultancy tasks.
- In addition it takes an active part in several working groups of the Spanish Federation of Municipalities and Provinces.
- It has signed a Collaboration Agreement with the Madrid City Council in areas of consultancy and analysis.
Since 2006 is working with the Island Council of Gran Canaria in the implementation of a local tax model based on Suma model. Also it is working on a similar project with the Majadahonda Town Council, (Madrid) since 2005, with considerable success.
Suma has taken part in forums, conferences and international events in European countries through institutions as IRRV, Lincoln Institute of Land Policy and IPTI. Also it has been working together with other European organisations, in the development of a trans-European training project developed under the auspices of the Leonardo Da Vinci Programme.

- On the basis of delegation agreements, Suma manages local taxes in 140 of the 141 municipal areas of the province of Alicante.
- It deals with approximately 2,000,000 rate-payers.
- It has a network of 45 fixed branches throughout the province, which offered assistance to more than 488,000 citizens annually.
- In 2006 Suma processed more than 3.700.000 tax bills, which generated total revenue for the town councils of 427 million euros.
