The first movement of the 25th piano concerto is longer at 432 bars but since it is not a sonata-allegro (because of the tutti for only one reason), that doesn't disprove Rosen's claim. According to Girdlestone (Mozart and his Piano Concertos, p 420footnote) the quintet is indeed the 2nd longest instrumental movement in all of Mozart's work.
