As far as I know, this is not a pervasive term in the industry. At The Hartford, a financial services company headquartered in Hartford, Connecticut, USA, the term is used on every project since technology architects are required to state the "steel thread" of the project's architecture in detailed writing before the project will be approved.
Several architects from The Hartford serve as part-time instructors at local universities, and there they use the term in classes, which is causing the term to spread throughout the greater Hartford area.
