[edit] How would it fly?

How would something like this fly? Is there any helium involved.

-It would either be an airship, or more likely a Hybrid airship where it's split roughly half and half between gaseous lift and aerodynamic lift. If the idea of it using electrokinetics is included it could in theory act as an engine with no moving parts, atleast on a macroscopic level.

I have to say this article could use some neutrality since it's written as very matter-of-fact when their is no hard proof from it other then designs, I mean I'm not a hardcore skeptic person, and I could easily believe something like this exists, but until there is concrete evidence of it it really does need to be treated as Hypothetical/theoretical.
