Railsback was born Stephen Hall Railsback[1] in Dallas, Texas, the son of Emerett Spencer (née Sanford) and Clyde Webb Railsback.[2] Railsback was a student of Lee Strasberg and The Actors Studio. Railsback has been married twice. His first marriage, lasting from 1980 to 1988, was to Jackie Giroux and produced one child (Lalesha). His second marriage (1990 to present) was to Marcy Railsback, resulting in two children (Beau and Eden).

After exercising his craft in New York theatre in the late sixties and early seventies, Railsback made his film debut in The Visitors, directed by Elia Kazan. Although usually a supporting actor, he is known for starring as Charles Manson in the 1976 television mini-series Helter Skelter as well as the lead role in The Stunt Man opposite Peter O'Toole. Other starring roles include the astronaut in Tobe Hooper's Lifeforce and playing serial killer Ed Gein in the film In the Light of the Moon, for which he was also executive producer. Other notable roles include Duane Barry in 2 episodes of The X-Files and Joseph Welch in the Pilot episode of Supernatural.
