The image is copyrighted, but it's used under assumption of fair use in the article Star Control 3:

the image adds significantly to the article by providing an illustration of the game
the image can't be replaced by a free equivalent
the image doesn't hamper the rights of the copyright holder by decreasing the value of the game or impede the sell of the game
the image is not being used to generate profit and in no way reduces the commercial value of the game
