I believe that this picture qualifies as fair use under the terms of the "Use of the Images" found at [1] which states "Use of the Historic Pittsburgh Image Collections are expressly allowed for non-commercial, personal, or research use only." This is the reason I requested a review of the image. Perhaps the fair use category {{HistoricPhoto}} would be most appropriate. ClarkBHM 13:57, 12 March 2006 (UTC)

I'm not entirely convinced this complies with the foundation guidance, while the image is certainly interesting, it doesn't depict an important historical event. Addhoc 18:23, 9 July 2007 (UTC)
