"Split Decision" is the 21st episode of the drama television series NCIS.

Several boys discover the body of a Marine in a forest. NCIS investigates and discovers that he may have been attempting to sell military weapons on the black market. A local pawn shop may have been involved as well as a second Marine. Tony goes undercover as a potential supplier and the team is surprised when they discover that the pawnshop owner is actually an ATF undercover agent herself.
Believing the buyers to be militia members, the team set up a meeting between the buyer, pawnshop owner and supplier, with Gibbs going undercover as the supplier. Led to an abandoned warehouse, the militia members test out the merchandise and are furious when some are revealed to be faulty. Gibbs is fatally shot and the head of the militia demands the pawnshop owner find another supplier. She placates him by contacting a supplier who pulls up in a van nearby, only to be apprehended by Tony and Kate. This second supplier turns out to be a fellow Marine.
In a final twist, the head of the militia (an ATF agent himself) helps Gibbs off the floor and it is revealed that the entire exchange had been a setup in order to catch the ATF agent. She had been under surveillance for some time for arms dealing.
