Help_talk:Special page says I'm supposed to bring this here, so I'm starting a new page. If this is no longer the way things are done, someone will hopefully let me know (Special pages are a particular breed of arcane on WP).
The licensing dropdown on Special:Upload really needs to be reorganized so that the invalid licenses are not first on the list! I'm sure we get all kinds of false positives categorized into CAT:CSD because people don't look further down the page than "allowable for non-commercial use". People who want to apply false tags to abuse the system/hide their copyvio will do so anyway (in my opinion); we should be making it easier for users to license their materials properly, not trick them with a "gotcha" system. We never get the chance to educate some of these users because they either a) upload and never check the image page to see the big splash template, or b) see their page get deleted, think our servers are buggy/we're being unfair to their image, and leave.
