Special state-to-state relations

In an interview with the German press Deutsche Welle in 1999, Lee Teng-hui, the President of the Republic of China on Taiwan, stated that “Since the introduction of its constitutional reforms in 1991, Taiwan has redefined its relationship with mainland China as being state to state relations or at least special state-to-state relations”.[1]
