Special Administrative Zone (California)

In the latter two books of John Birmingham's Axis of Time trilogy, the Special Administrative Zone (California), or less formally "the Zone", is an enclave in the American State of California, setup to allow companies to "exploit patents they would have on future technologies'.

It was established in the four intervening months between the first and second books, making it sometime between July and October 1942. The Special Administrative Zone was established by a 'particularly narrow vote of Congress', presumably called the Special Administrative Zone (California) Act, 1942. The Act was forced through Congress by President Franklin D. Roosevelt, in the face of opposition by such leading members of US society at the time as Federal Bureau of Investigation Director J. Edgar Hoover.

The Special Administrative Zone (California) operates under the United States Code, and Uniform Code of Military Justice, as it was on the morning of January 15, 2021. Admiral Phillip Kolhammer was given what seems to be sole executive, legislative and judicial power over the Zone by the Act which includes a sunset clause of four years from the date of enactment. The Zone is located in the San Fernando Valley, where Panorama City was laid out in 1947.
