Basically, what Wikipedia is aiming for is to create a completely "free content" encyclopedia: that is, a work with no restrictions on its use, redistribution, or modification. "Fair use" pictures create a problem in that goal, as they are copyrighted material and may not be freely used, redistributed, or modified. Therefore, "fair use" pictures that could easily be replaced by non-copyrighted (that is, "free content") pictures are liable for deletion.
A "free content" picture would be one that was created with no prior copyright. So, if you met Brook Lopez and asked for a photo, you could upload that to Wikipedia under a {{pd-self}} or {{gfdl-self}} tag, and that would be acceptable. Alternatively, you could ask the creator/owner of the image to release it under a GFDL or Public Domain license so it can be used in Wikipedia.
Yes, there are many "fair use" items on Wikipedia. But we're working on that. The less we add, the less that are necessary to deal with later. ♠PMC♠ 20:05, 26 March 2007 (UTC)
