David Varela, the resident World Bank Representative in Venezuela stated during a meeting with Venezuela's Ministry of Planning, that "from 1995 to 2005 the number of homes under the poverty line has decreased," from more than 40% to 30%^[1], although the source of these figures is not available at the World Bank website.
