Screenshot from Slovak children sci-fi TV series Spadla z oblakov (1978). It shows Maika, an extraterrestrial alien, just after landing on Earth (the landing was accompanied by a mysterious reddish glare). Maika walks on the water, one among her extraordinary abilities.

The picture is cover from a 2006 DVD edition of the TV series (episodes 4-6, second of the four DVD set, Slovak language). It is copied from Russian Wiki [1] which copied it from [2].
