Hello and welcome again. Read WP:BIO and let me know if you think he meets it. More or less, we need multiple non-trivial published sources (articles, books) about this person. You can come and discuss his notability at WT:ORBCW with the rest of the frume chevra here, if you wish. Basically, I and others think he should be deleted, and unless you can convince us that he meets WP:BIO, we will eventually propose the article for a deletion debate, at which the community at large will determine whether he's notable or not.
