I removed:

His most notable characteristic is his incessant talking, which never seems to waver, slow down, give anyone else a chance to talk, use any form of punctuation, or even stay on-topic for more than a few seconds.

This is discussed in the article already. The character was not always a chatterbox, but Jones changed him into one later in the series. — BrianSmithson 20:37, 27 April 2006 (UTC)

Does the characterization of Sniffles remind anyone else of Fievel from the American Tail series, with similar clothing, personality, etc.?
