I found your wording awkward and unclear. The whole section actually needs work. Congress authorizes ranks. The president appoints officers. The Senate confirms the selection of general officers. Besides that, the legislation creating the "General of the Armies" rank specifically states that this rank is not to be used again. Feel free to work on it, though.
