There is some ambiguity in the phrase "It was intended to build 5 ships of the class, but because of economical problems only two were built."
I would rewrite the sentence as either "because of economic problems only two were built" meaning that the Norwegian Navy didn't have the funds to build more, or
"because of economy problems only two were built" in the context of warships this means that the ships were costly to run, using more resources, fuel, manpower etc than expected, these two interpretations are not the same and it needs to be determined which is correct.
