Sites of International Whaling Commission annual meetings

Members of the International Whaling Commission started meeting regularly in 1969. During the first 20 years, the annual meeting has been held in the United Kingdom. Starting in the late 1980s, the responsibility of hosting the meeting has been expanded among the members.
Recently, the meetings have begun to attract international media attention, care of environmental lobbyists and environmentalists. Hence, the responsibility of organizing the annual meeting has increasingly shifted to that of security concern (in terms of protests) and media publicity, especially to a host member that tends to strongly lean on pro- or anti-whaling measures. Notable among the case of the latter was the 2002 IWC meeting in Japan, which held events, set up stores and displayed exhibits promoting and selling whale products and the benefits of whale meat. Thus, politics of whaling has gradually become a factor in passing the hosting duties to a member.
