It may not seem apparent to you now but Simon Tan is one of the premiere session bass players in the Philippine Jazz scene today. He is also the current bass player of Johnny Alegre Affinity. If you can allow Johnny Alegre, who is a guitar player and a bandmate of Simon to have a wiki page, I don't see why you won't allow Simon Tan his own wiki.

• The problem with the article isn't that the subject is not notable, it's that you have not stated that he is. This is a must. Use the {{inuse}} tag where necessary to show people that the article is not complete, or it may be confused with a vanity page.
