The template is the text, and only the text, of {{signpost-subscription}}. This is for easier customization.
{{signpost-textonly}} outputs:
Volume 4, Issue 23 — 2008-06-02
A design parameter can be used for the area at the top. For example, {{signpost-textonly|1}} outputs the version used on {{signpost-subscription}}:
Volume 4, Issue 23 — 2008-06-02
and {{signpost-textonly|2}} outputs a larger version of the default:

Lastly, to turn off the header totally, use {{signpost-textonly|0}}:
