You'd have to download Inkscape. The utility is free (GNU free), and versions are available for many platforms: viz- Linux, Windows and Mac. Go through the tutorials, there are pretty handy and shouldn't take you more than 1 hour.

There seems to be some png rendering issue with the file you can try and redraw it from scratch. To download the svg file, click on the wikified date and timestamp.
