Though the picture is subject to copyright I (Kazu-kun) feel it is covered by the U.S. fair use laws because:

it is a low resolution copy official artwork.
it does not limit the copyright owners rights to sell the tv series in any way.
it provides visual identification on Shugo, the fictional character which is the subject of the article.
there is no free alternative depicting this character.
The copyright is held by the studio Bandai
