I believe that this image is consistent with fair use because it depicts the subject of the article - in this case, model Shaun Casey - and the image is from an advertising campaign that ended when Ms. Casey was replaced as an Estee Lauder company spoksemodel. This image is no longer used in Estee Lauder advertising.
