Wikipedia is not a place where you can add just anything you want just for the sake of adding to a category; the onus is on you to demonstrate why the person is notable enough to be in an encyclopedia.
You didn't demonstrate that he's notable the first time you added this. As you know perfectly well, it got deleted per Wikipedia:Articles for deletion/Brian West (Radio Announcer). Under our speedy deletion policy, if you recreate something that's previously been deleted and don't add new information to make it more clear that the person should be considered notable, an administrator is expected to delete the article on sight. - The fact that a Canadian radio personalities category exists does not mean that every Canadian radio personality is automatically entitled to an article; it exists to collect those personalities who do meet our notability criteria. Read WP:BIO if you're not clear on the difference between "radio personality who deserves an article" and "radio personality who doesn't merit an article" — the criteria are quite a bit more detailed than "this person exists and fits a category". - Tom Allen and Mary Hynes are heard on national radio networks. Matte Babel and Kelly Noseworthy are seen on national television networks. If you can't see how that makes them different from a local radio announcer heard on one commercial radio station in one city, then there's really not much more I can say.
- Freeway Frank, on the other hand, is dubious, but as of right now nobody's ever actually nominated his article for deletion. That fact doesn't make his article the yardstick against which all other articles are measured for notability; it just makes it an article that hasn't been brought to the attention of the AFD crew yet.
