Shortround is a Decepticon. He is a character unique to the Hasbro release of the Transformers: Cybertron toyline, and was not released as part of its Japanese counterpart, Transformers: Galaxy Force. Likewise, he did not feature in the Japanese-produced animated series.
His biography says that some might call Shortround obsessed because of the way he follows Thunderblast around, but most Decepticons just call him annoying. Still, he serves his purpose running supplies at speeds up to 350 mph over land and sea, and whenever the Autobots show up he freaks out – filling the air with enough superheated plasma to allow other Decepticons to escape in the confusion. He may be a nerd, but at least he’s a destructive nerd.
According to his Cyber Key bio, Shortround's hobby is collecting toys. In fact, he's enough of a master of eBay and other auctions to have picked up mint sets of G2 Stunticons and Protectobots--neither of which saw production outside of their prototypes.
In the military, a "short round" is a live ammunition round that fell outside (i.e. short) of its target range. The connection appears to be to Shortround's habit of scattering gunfire everywhere when Autobots appear--most of the shots will almost inevitably be short rounds.
The Shortround toy transforms into a hovercraft and is equipped with an earth-type Cyber Planet Key which activates dual snap-up fusion torpedo launchers. He also has a detachable hand-held plasma rifle which he can use in both robot and hovercraft modes.
