Though the picture is subject to copyright I feel it is covered by the U.S. fair use laws because:

• it is a low resolution still of a television episode.
• it does not limit the copyright owners rights to sell the episode in any way.
• it illustrates the character in question, in this particular case An Shouji, who is the real-life depiction of Tsukasa.
• there is no free alternative depicting this character.
• The copyright is most likely held by the studio Bandai
