Sharif (from Sandblast) returns to threaten the United States' security with chemical weapons, thus NCIS and Army CID work together one more time to stop him, this time for good. Sharif dies when Army CID Lt. Col. Mann kills him before he shoots Gibbs, who is suffering from BZ gas poisoning.
Following a recurring plot thread throughout the series, Gibbs' boat is inexplicably missing from his basement and a new, smaller construction has been started. Gibbs is quizzed about how he managed to get the boat out of the basement, but he changes the subject.
