"Shalom" is the 71st episode of the drama television series NCIS.

DiNozzo's leadership post-Gibbs is tested when Ziva becomes a fugitive after she witnesses a Mossad agent perform an assassination, which was not authorized by Mossad. The beginning of the episode shows Ziva driving to work. As she pulls up at a traffic light, a man on a red motorbike pulls up alongside her. Ziva recognises him and as he speeds ahead, she follows him through several streets, and as she passes one building, it explodes and she drives her car into the footpath. The next part of the show shows Ziva talking to an old man at a formal-looking building that is shown to be the Israeli Embassy. In the following conversation, Ziva is told that, since she left her car at the site, she is now a suspect and there is a warrant out for her arrest. She is then told that she must stay at the embassy until her father sorts the whole thing out. The man then tells a guard to escort Ziva to the guest quarters and to confiscate all weapons. He then leaves. Ziva promptly knocks out the guard and leaves, taking the laptop of the man with her.

The next part of the episode shows Abby staring at a huge picture of Gibbs on her plasma screen and asking the picture to call her. Her phone rings and Abby grabs it, expecting Gibbs but getting Ziva instead. Ziva tells Abby that she can't tell anyone that Ziva called and that she needs her help. The show cuts to a house in Mexico, where Gibbs and Mike Franks are both relaxing around the house. A woman approaches Gibbs and tells Gibbs that he has a call. Gibbs asks who it is, and the woman replies that she doesn't know. Gibbs picks up the phone, and he and Ziva get into a one-sided conversation. Ziva tells Gibbs that she is in big trouble and Gibbs replies, exasperated, "Well, what do you want me to do?", to which Ziva replies, "I don't know. Save me?".

Back at NCIS HQ, Tony has rallied a team to help Ziva out. The team is comprised of him, Abby, McGee, Ducky and Palmer. He moves around the table handing out orders, but when he gets to Abby, she says to him, "I talked to Ziva yesterday." Tony asks her for more details, such as where she is, but Abby replies, "I don't know. All I have is this number." Tony calls the number and gets Ziva. When he asks Ziva what is going on, Gibbs grabs the phone and tells DiNozzo that he has ten seconds to tell him why he is not back in Mexico. After a harried length of time in which we learn that Ziva has made the FBI's Most Wanted List. They discuss possible motives for framing Ziva and come up with one possibility: to hurt relations between Israel and America. They also find a lead: A safe house where the motorbike driver has been placed. They go there, where they find the driver, dead. We also see the real criminals: A pair of Irani spies watching Ziva and Gibbs through a hidden camera in an air vent. Gibbs finds the camera and breaks it. Then Ziva realises something important: the last time her safe house was compromised, it was blown up. The house is blown up, but Ziva and Gibbs make it out safely.

Gibbs goes to HQ and tells Ziva to stay put (she's in the his house, complete with unfinished boat), and he manages to convince the director to raid the hotel where the criminals are. He lets Ziva know, and tells her to stay put, but she leaves for the hotel. At the hotel, the woman and the man converse in an argument over who is in charge, which she seemingly forfeits, but she then pulls out a gun and shoots the man, and then shoves a pillow over his face. Ziva enters several minutes later, and finds the dead man. She and the woman fight, and Ziva appears to lose, but it is a trick to make the spy reveal her plan, which she falls into. Ziva overpowers her before NCIS enters. She is then cleared and the episode ends on a happy note, except that Gibbs has not yet returned.
