Description: Shambo, a bullock regarded as sacred by the temple. The British government plans to kill him on July 26, 2007, because he has tested positive for bovine tuberculosis.

Licence: This is almost certainly PD. The temple monks took it and put it on posters that they've distributed in an effort to get journalists and the public interested in the story, and to launch a petition to save the bullock's life. They've asked members of the public to copy it to get more signatures. Several newspapers have used the image. I wrote to them to ask if we could have a free licence for it, but they kept replying "yes, you can use it." I couldn't get them to say the magic words about releasing it, but I suspect that's because they didn't understand the question.

Therefore, I'm having to claim fair use. It has no commercial value, there's no other way to obtain it, it's being used to illustrate how seriously the temple views the notion that the bullock is holy, it's been widely published, distributed by the copyright holder, and we have no reason to believe he would mind.
