After the excommunications of Martin Luther in 1521 and of Henry VIII of England in 1533, Pope Paul III sought a way to strengthen the Roman Catholic Church.

At approximately the same time, the Catholic Charles V, Holy Roman Emperor was seeking a way of consolidating his nine thrones without the use of military force.

Ambassadors between to two rules first proposed the idea of a Papal Europe whereby all of the Catholic monarchs in Europe would be symbolically coroneted by the Pope and in return would help to quash the spread of Protestantism.

James V of Scotland and Francis I of France were quick to send their own messengers in the face of Henry VIII's growing power. Ivan IV of Russia was slower to respond.
