...I randomly found this article... but after the bit about extending its completion deadline, what happened? Did the company go under, get bought out, what? Did the company even begin construction?
There's another railroad company from about the same time, and with a similar name: Jacksonville, St. Augustine and Halifax River Railway. Does it have anything to do with this railroad?
