The environmental terrorist group Divine Earth have stormed the Thames Barrier and threatened to let London flood at high tide if the government do not publish a document named 'Aftermath'. They have already killed a barrier guard named Alan Jackson. The Home Secretary,Nicholas Blake issues a quarantine on the barrier. Deputy Prime Minister Caroline Fox co-ordinates efforts from COBRA. The terrorists have somehow replaced the Dutch Energy Delegation. MI-5 initially deny knowledge of the document but it soon becomes clear that it does exist, and was leaked to the group by the governments chief scientist Janet Wheeler.

It includes controversial ideas about how Britain and America will use climate change to their economic advantage, including recommending the use of military force to capture major fuel sources such as coal and oil. The group leader,Craig Fletcher agrees to meet Adam alone, but while Adam is away and out of contact Harry and Ros discover the extent of Adams mental problems. Ros is sent in to take over but Adam never emerges.

As the tide approaches and no progress made, Fox orders the pier 5 chamber to be blown and Harry gives the go ahead, letting it flood the inner areas of the barrier with water, but preventing the high tide flooding London and killing thousands, although it will result in the deaths of Adam and Ros. However, unbeknownst to Harry, Adam recovers and kills the terrorists, but he and Ros are trapped within the barrier when the explosion goes off. Just as looks like they will drown, Adam manages to break through a vent and the pair escape to the river surface.
