War has been in recorded history since time immemorial. Socrates described the basic reasons for many conflicts while living in the time of the Greek City States and the Hellenistic ages: the neighbor had consumed all resources, and just needed a slice of another neighbor's resources to appease the people and leaders, and then went to war to get it (economics is the root of most conflicts and this led to the World Bank and IMF developed by Great Britain and the United States in 1943 as a solution to the problems that led to the Second World War and the problems were economics in nature). Life is conflict and war is a natural function of society, but there are big payoffs for having fewer wars where society can develop and grow--the United States did this with the more than 50 peaceful borders of the 50 States of the United States Union, and each State does have its own military under a governor the United States currently calls the National Guard and they are fully functional..
