The building was destroyed by a fire in 1931. The image certainly is from before. If published pre-1923, it's also PD in the U.S. If published 1923 or later, its Canadian copyright expired at the very latest on January 1, 1982. As the image was in the public domain In Canada on January 1, 1996, it is also in the public domain in the U.S. Lupo 10:13, 28 February 2006 (UTC)
