Nice edits to add titles to World Wide Web Consortium. Unfortunately, your edits had a side effect of turning all non-Latin text to garbage. I have cleaned up the garbled Unicode characters, but please be careful, and use a modern, Unicode-enabled browser or external editor to avoid that sort of effect.
